Job Description

Key Purpose of the Job
This position is responsible for overseeing the entire gamut of Industrial Relations & Employee relations activities at the plant and providing strategic IR support to the Plant Head.. The position will be responsible for implementation of IR initiatives at the plant in line with the guidance from Head IR & Personnel. This position provides regular feedback on employee morale and issues to the Plant head and manages the employee relations in the Plant. In addition, this position is also responsible for employee relations with respect to the White collar staff based in the plant.

Effective white collar relations

Strategic IR
Ensure healthy & cordial industrial climate and effectively managing the internal and external stakeholders
Implement Employee Grievance Redressal mechanism at the Plant
Drive disciplinary procedures as per the set norms
Drive and support the management team in Long term settlement for the plant
Prepare the Manpower Budget based on the annual forecast for the plant
Provide strategic decision support to the Plant Head to enable achievement of the annual targets for the plant and for successful implementation of various initiatives planned
As part of the management team for the plant, actively contribute to business discussions and keep the plant & corporate management team aware of IR issues in the plant.
Employee Relations & Statutory Requirements
Ensure that all relevant labour laws & regulations are respected and complied with at the plant
Monitor and control recruitment of the workers at the Plant to ensure adherence to manpower budgets and zero loss of production
Oversee the working of the Employee Grievance Redressal Mechanism at the plant
Liaison with the Plant Heads and the department heads to understand critical workmen issues and handle their redressal
Ensure effective management of contract labour and reduce costs
Work with union representative for managing labour expectations and concerns
Maintain good working relations with union and to play a key role in signing of the union agreement (As applicable to the location)
Promptly highlight any legal issues at the Plant and provide inputs to the Plant Head and Head - IR & Personnel on the same

Time Office & Payroll Processing
Maintain effective and up to date time office operations
Manage monthly processing of payments to the non-management staff, ensuring adherence to union agreement
Manage monthly processing and payment of bills for contract staff after verifying the same as per the contract terms and conditions
Contract Labour Management
Look into all matters pertaining to contractual labour as per the agreement with the contractor
Enforce discipline among employees by ensuring required disciplinary measures and action
Highlight any irregularities related to contract staff management to Head IR & Personnel for timely action
Devise strategies in consultation with Head IR & Personnel to expand the sources for manpower availability
Forecast manpower requirements as per production requirements and in consultation with the plant heads
Work closely with the Recruitment team to ensure that workmen are available as needed and production is not affected

Skill Building
Create and facilitate training calendar for the workmen in consultation with Head IR & Personnel
Conduct training evaluation and assess the impact of the training along with Head IR & Personnel and take corrective action
Manage performance assessment process & career planning for workmen
Monitor productivity parameters as per wage agreement and ensure related incentives are paid out on an accurate and regular basis
Ensure adherence to Career Development Scheme for all workmen in the company
HR Aspects
Support Corporate HR in rolling out all HR activities at the Plant for White collar staff
Provide counsel to the Plant Head and other department heads at the plant on employee related decisions, disciplinary issues, policy interpretation and implementation, etc.
Implement security procedures and processes at the plant in line with the Corporate Policy on security
Engage appropriate security agency to provide security at the plant premises.
Regularly appraise the security agency to ensure the agency is delivering on all security standards and the agency staff are meeting all security requirements consistently.
Establish emergency response procedures
Assist in programs to educate employees on plant related security and emergency procedures.

Welfare Management - Plan and maintain facilities related to safety, first aid, recreation and all non-statutory welfare activities
Canteen Management Plan and maintain contractor relations, food quality etc
Transport Management Plan and maintain contractor relations, good service etc

External relations
Coordinate and maintain relations with various external agencies including statutory agencies for office, police, local politicians etc.
Plan and implement initiatives to build and maintain relations with the local community
Facilitate any external and internal audits and support by providing relevant information and documentation

MIS and Documentation
Ensure up to date and accurate MIS is submitted in a timely manner covering recruitment, manpower availability, skill building initiatives, welfare initiatives etc
Ensure proper maintenance of all personnel records at the plant
Periodically review the documentation of all manpower related contracts to ensure the same is kept up to date
